Some batteries are usd to complete the connection so if the charger is hooked up and you are still not getting it to fire up then here is what I would do, go to a store where they sell your laptop or You can go to like interstate batteries they can rebuild some batteries and at least test it for you. If you put in a new battery and it won't fire up then the computer is bad in some way that I don't know. It is possible you got the wrong charger for it so take the charger and the computer back to the store and try a different charger, it would not be the first time a new part was bad.also check to see if there is a reset button inside the battery compartment by removing the battery I would also suggest you pull out the battery and clean the connections with a tooth brush, and while holding the power button down install the battery and then plug in the charger while still holding the power button down. If that don't work then take it to a computer shop and find out what it would cost to fix. if the Biso battery was bad it should still boot, but there are always exceptions.
