Why I cannot go to the internet when I connect my Toshiba laptop to my Belkin wireless router?

I am trying to connect my Toshiba Satellite A75-S2112 laptop to the shared Belkin wireless router we have at home. I was getting “Windows was unable to find a certificate to log you on to the network”. I followed instructions in your Belkin Troubleshooting section .I now am "connected" to the Belkin-54g Network. But when I open the internet browser I get the following message:
"Internet Explorer cannot display the webpage
What you can try:
Diagnose Connection Problems "

I was told to turn off all Windows XP firewalls. So, I did. But I still cannot go to the internet and I am still getting:
"Internet Explorer cannot display the webpage

I tried to switch off and then on the routers and the modem.

I also tried to disable the wireless connection on my Laptop and then enabled the Local network by connecting my Laptop directly to the router , I still cannot go to the internet.

I can however go wirelessly to the internet by connecting to the Free City WiFi connection. But the signal is weak in my area and keeps on disconnecting.

Pls Help…
